Cross-border payments

A card for international services | MULENPAY

Subscriptions, hosting, ad accounts, software licences — international services take cards, but not one issued by a Russian bank. Below: why the payment fails, what to settle before you apply, and how to send a request so a manager can quote the terms for your case.

Why it fails

Why a Russian-issued card is declined

It is not the service and not the bank — the chain breaks earlier than that

The card schemes

Since 2022 Visa and Mastercard have not served cards issued by Russian banks outside Russia. The card still works at home, but on a foreign site the scheme never sees it.

Mir has limited reach

The Russian scheme operates in a small number of countries and is almost never accepted by services selling subscriptions online.

Card country

Many services match the card country against the account country and the billing details on file. A card from another country is not a workaround here — it is the normal condition of payment.

How it works

What paying with such a card looks like

The sequence is the same whatever you are paying for

Issue

A foreign issuer issues the card. You receive the details — number, expiry, security code — and from there it behaves like any other card.

Top-up

You load the card and the money is converted into its currency. The top-up method and how long it takes depend on the product.

Payment

You enter the details on the service's checkout like any other card. The service sees a foreign card and processes it under its usual rules.

Visibility

Balance, charges and remaining limits are visible in the issuer's dashboard — which matters for subscriptions that charge themselves.

What to check

Six things to settle before you apply

These are the questions behind most declined payments. Ask a manager — the answers depend on the product chosen for your case

Scheme and country

Which card scheme and which country the issuer sits in. That decides whether the service you need will take the card at all.

Subscriptions

Whether recurring charges go through. A one-off payment and a subscription are different things: a card can pass the first and fail the second.

Conversion

At what rate and with what fee the amount is converted when the invoice is not in the card's currency.

Limits

How much you can load, spend per transaction and spend per month. Settle this before you pay, not at the moment a payment is declined.

Funding

How you load the card and how long the money takes to arrive. For a subscription on auto-renewal, timing matters more than the fee.

Cost

What issuing and maintenance cost, and whether there is an inactivity fee. Ask about all three — issuing is rarely the only charge.

Where it works

About specific services

The questions we hear most are about Apple, software subscriptions and ad accounts

Nobody can guarantee a specific service in advance, and promising it on this page would be dishonest: large platforms decide for themselves whether to accept a card, match it against the account country and change the rules without notice. Tell the manager which services you are getting the card for and you will hear what is known about them today. That is faster and cheaper than finding out with the card itself.

How to get one

The application process

Request

You send a request and say which services the card is for. It goes to a manager, not to a shared inbox.

Terms

The manager quotes the terms for your case: cost, limits, timing, issuer. Until those are fixed we do not publish them on the site.

Paperwork

You verify your identity and sign the issuer's documents — what exactly is required depends on the product and the jurisdiction.

Payment

You receive the card details, load it and pay. After that it is the issuer's dashboard and ordinary support.

Who issues the card

MULENPAY.COM does not issue cards itself

This is worth knowing before you apply. Under the public offer the company is not a bank, does not take deposits, does not hold user funds and does not issue electronic money: it provides technical solutions, while payments are handled by licensed payment institutions, banks and partners. The card is therefore issued by a partner, and the card contract is between you and that partner — the offer states plainly that the relationship with a payment partner is governed by that partner's own agreements. Which partner it will be in your case is named by the manager when you apply, along with the rest of the terms.

Questions and answers

Frequently asked

Because what breaks is not the payment but the ability to make one: since 2022 Visa and Mastercard have not served cards issued by Russian banks outside Russia, and Mir is accepted in a small number of countries and almost never by subscription sellers. The service usually shows a generic payment error, which makes it look like a problem with the service or with your balance.
